When a picture is worth a thousand...questions?

According to Dictionary.com, the word "oath" is defined as "the form of words in which such a statement or promise is made." Promise? To whom and for what? Since Alderman Wogen could not have paid for his campaign himself (see the posts below), are the residents of the Third Ward really his first priority? The adjoining picture is truly ironic.
